Electricity enterprise information disclosure regulations

Chapter I General Provisions

Article 1 In order to strengthen power supervision, regulate the information disclosure behavior of power companies and power dispatching trading institutions, and maintain the order of the power market, these regulations are formulated in accordance with the Electricity Regulatory Regulations.
Article 2 These regulations apply to the disclosure of information on power construction, production, operation, prices and services by power companies and power dispatching and trading institutions.
Article 3 The disclosure of information by power companies and power dispatching trading institutions follows the principles of truthfulness, timeliness and transparency.
Article 4 The State Electricity Regulatory Commission and its dispatched institutions (hereinafter referred to as power regulatory agencies) shall supervise the truthful disclosure of relevant information by power companies and power dispatching trading institutions.

Chapter II Disclosure

Article 5 Enterprises engaged in power generation business shall disclose the following information to the power dispatching trading institution:
(1) Basic parameters of the generator set;
(2) New or decommissioned generator sets and installed capacity;
(3) The operation and maintenance of the unit;
(4) The transformation of the unit equipment;
(5) The fuel situation of the thermal power plant or the water supply from the hydropower plant;
(6) Information required to be disclosed in the operation rules of the electricity market;
(7) Other information required to be disclosed by the power regulatory agency.
Article 6 Enterprises engaged in transmission business shall disclose the following information to enterprises engaged in power generation business:
(1) The structure of the transmission network, the planning, construction and commissioning of transmission lines and substations;
(2) The installed capacity of the power generation in the power grid;
(3) The situation of load and large user load in the network;
(4) Electricity supply and demand;
(5) The composition of the main transmission channels and the transmission capacity of the key sections, and the transmission capacity of the transmission lines of the power plants within the network;
(6) The maintenance plan and maintenance of power transmission and transformation equipment;
(7) The situation of safe production of electricity;
(8) Transmission loss;
(9) The power transmission price approved by the state; the trans-regional, inter-provincial (autonomous region, municipality) power transmission and transmission price; the direct purchase of electricity transmission and distribution price by large users; the nationally approved charging standard;
(10) Connecting the generator set and direct power supply users to the grid, and the interconnection of the power grid;
(11) Other information required by the power regulatory agency to disclose.
Article 7 Enterprises engaged in power supply business shall disclose the following information to power users:
(1) Power quality standards stipulated by the state;
(2) Distribution power price, sales price and charging standard approved by the state;
(3) Procedures for handling electricity business;
(4) Disposal of power outages, power cuts and accident repairs;
(5) handling of complaints about electricity use;
(6) Other information required by the power regulatory agency to disclose.
Article 8 The power dispatching and trading institution shall disclose the following information to enterprises engaged in power generation business:
(1) Basic information such as the structure of the power grid, the technical performance of the grid-connected operation unit, and the operation of the newly built or rebuilt power generation equipment and transmission equipment;
(2) The main constraints of the safe operation of the power grid and the changes in the important operation modes of the power grid;
(3) Maintenance plans and implementation of power generation equipment and important power transmission and transformation equipment;
(4) Annual electricity demand forecasting and medium- and long-term operation mode of the power grid, annual monthly load forecast of the power grid; total power generation, maximum and minimum load and load changes of the power grid; annual, quarterly and monthly power generation planning and implementation;
(5) Exchange of electricity and electricity across regions and provinces (autonomous regions and municipalities directly under the Central Government);
(6) The amount of on-grid electricity, annual contracted electricity and other power generation of the grid-connected power plant, the number of hours of power generation; the peak-to-valley electricity price, the peak, valley and flat section power generation of each unit;
(7) Grid-connected power plants execute dispatching instructions, scheduling disciplines, unplanned outages of generator sets, and provide auxiliary services such as peak shaving, frequency modulation, reactive power regulation, and standby;
(8) The assessment of the operation of the grid-connected power plant, the assessment of the amount of electricity and funds used;
(9) Relevant information required to be disclosed in the operation rules of the electricity market;
(10) Other information required by the power regulatory agency to disclose.
Article 9 The power regulatory agency shall timely adjust the scope and content of information disclosed by power companies and power dispatching trading institutions according to the needs of regulatory work.

Chapter III Disclosure

Article 10 The power regulatory agency shall determine the corresponding disclosure method and time limit according to the scope and content of the information disclosed by the power enterprise and the power dispatching and trading institution.
Article 11 The disclosure of information by power companies and power dispatching trading institutions may be as follows:
(1) The portal website of the power company and its sub-sites;
(2) Newspapers, radio, television and other media;
(3) Information conference;
(4) Briefings and announcements;
(5) Other ways to facilitate timely disclosure of information.
Article 12 The disclosure of information by power companies and power dispatching trading institutions shall ensure the authenticity and timeliness of the disclosed information, and facilitate the relevant power companies and users to be authorized. Article 13 Power companies and power dispatching trading institutions shall specify specific responsible information. The disclosed institutions and personnel, public consultation telephone and electronic consultation mailbox, and reported to the power regulatory agency for the record.

Chapter IV Supervision and Management

Article 14 The power regulatory agency shall supervise and inspect the disclosure of information by power companies and power dispatching and trading institutions.
According to the needs of the work, the power regulatory agency conducts random inspections on the disclosure of information by power companies and power dispatching trading institutions, and announces the spot checks to the public.
Article 15 The electric power regulatory agency shall commend the units and individuals that have made outstanding achievements in the information disclosure work every year.
Article 16 If a power enterprise or a power dispatching and trading institution fails to disclose relevant information or disclose false information in accordance with these Provisions, the power regulatory agency shall criticize it and order it to make corrections; if it refuses to make corrections, it shall impose a fine of not less than 50,000 yuan but not more than 500,000 yuan. The person directly in charge and other directly responsible personnel shall be given disciplinary sanctions according to law.

Chapter V Supplementary Provisions

Article 17 The State Electricity Regulatory Commission shall formulate implementation measures in accordance with these Provisions and report them to the State Electricity Regulatory Commission for approval.
Article 18 These Provisions shall come into force on January 1, 2006.
