The EU's anti-dumping review investigation of China's energy-saving lamps companies has become a game in the Western European market for large companies such as Philips Lighting in the Netherlands, OSRAMGmbH and GE Lighting in Germany. Due to the difference in the amount of purchases in China and the degree of cooperation with Chinese suppliers, Philips Lighting, the world's largest energy-saving lamp manufacturer, chose to sing the opposites, which is in stark contrast to the position of OSRAM actively participating in the lawsuit to maintain the original judgment.
On September 17, Han Bide, senior vice president of the Philips Lighting Group and general manager of East Asia, stressed to the newspaper: "Philips Lighting's position is not to support the lawsuit. We are actively communicating with the member governments of the EU."
Philips sings the opposite
On September 8, the European Commission officially issued an announcement to investigate the anti-dumping mid-term review of compact energy-saving fluorescent lamps originating in China. The lawsuit is the first administrative review (also known as "sunset review") after the EU imposed anti-dumping duties on Chinese energy-saving lamps in 2005. The review will determine whether the anti-dumping will continue or be terminated. In the final decision of the European Union announced on July 19, 2001, most Chinese energy-saving lamps companies were subject to a six-year anti-dumping duty of 66%.
According to this newspaper, this announcement includes not only the Lisheng Electric Light Source (Xiamen) Co., Ltd., which was the only one in the anti-dumping investigation that began in 2000, but also received the market economy status approval and zero anti-dumping duties. Xiamen Donglin Electronics Co., Ltd. did not “enjoy†to the respective tax rates. Philips Lighting's two joint ventures in China are also on the list.
Zhang Yansheng, chairman of the China Lighting and Electric Association, said that China has become the world's largest producer of energy-saving lamps. China accounts for 80% of the global output value of US$2 billion, but the current proportion of sales to the EU is actually very low.
Despite this, a marketing manager of the Shanghai Lighting Company, who did not want to be named, stressed that this does not stop China's energy-saving lamp companies from entering the European market. He said that although the products sold to Southeast Asia are large, but the unit price is also low, the profit is generally only maintained at 6%-8%; while the EU market is different, due to the high quality of energy-saving lamps supplied to the European market, the added value of the products is very high. The profit can be as high as 20%. Even after the impact of high tariffs in the EU, its profits can still reach more than 10%.
This is an important reason for China's energy-saving lamps companies to enter the EU market with high tariffs, and export orders from large companies are the most convenient way to enter the EU market.
“China is not just the market for the future.†Hanbide said that the booming energy-saving lamp market is inseparable from China. “14 years ago, the market capacity was only 100 million, and now it has reached 1.5 billion, and it is produced in China. Energy-saving light bulbs already account for 80% of the global market share, which means that 1.3 billion of them are produced in China. Although I can't comment on the attitudes of other European companies, Philips' position is not to support the lawsuit, we are working with the EU. Member governments actively communicate."
It seems that Philips is not alone. The call from the EU to abandon the extension of taxation is also beginning to rise. The British "Guardian" reported that the EU's anti-dumping duties on China led to a 25% increase in the price of Chinese energy-saving lamps. The price increase limits people's purchasing power and reduces environmental protection.
European companies actively involved in litigation include Osram, General Lighting, and others. Companies such as Osram and Philips Lighting have already accounted for 90% of the energy-saving lamp market in Western Europe.
