On June 10, the State Administration of Press, Publication, Radio, Film and Television issued notices on the public solicitation of opinions on Internet and other information network dissemination of audiovisual programs (Administrative Measures for Revision) (hereinafter referred to as Administrative Measures).

This management method delimits the content of Internet audition. In fact, at the beginning of April, the government department had just carried out the investigation of the video company's "wielding the ball" behavior. At that time, the Ministry of Culture, Joint Radio, Film and Television Bureau banned the broadcast of a number of Internet platform animation programs, among which hit giants, parasitoids, Sword Art Online, death notes, vampire league, Tokyo ghouls, black deacons and other hot cartoons are among them. It involves almost all mainstream domestic video companies including Youku, iQiyi, Tencent Video, etc.

In September last year, SARFT also issued a notice reiterating the regulations on online movie and TV drama management. The overseas movie and TV dramas required for Internet dissemination of information and other information must obtain a license for the release of a movie or license for the distribution of television dramas in accordance with the law. Overseas film and television dramas that have not obtained a license must not be played on the Internet. Some video companies have already been affected by the "preliminary post-cast" policy. Sohu Video has previously obtained the third-quarter network solo rights for the House of Cards, but it has not been able to launch online in China.

In the proposed management approach (amendment draft), it is clearly stated that movies, TV dramas, cartoons, documentary programs, and other programs broadcast by Internet radio and TV content service providers should be in conformity with the state’s relevant radio, film, and television programs. Management regulations. That is, it must not contain the content of methods of promoting obscenity, gambling, violence, terror, drug abuse, abetment of crimes, or imparting crimes.

Youku Tudou told reporters that the new regulations proposed by the radio and television department did not have much impact on video companies in theory. The most serious Internet company's "wielding the ball" behavior was the "TV box" incident. In July 2014, SARFT had respectively met with seven senior managers of licensees who have an Internet television integrated broadcast control platform license, and proposed rectification requirements for foreign film and TV dramas, integrated platform EPG, and suspension of live broadcast services. The SARFT's words were unprecedentedly harsh: "While those who did not follow the request of the General Administration of Directorate, they will take back the license without taking good care. If all seven of them violate the rules, they will suspend the Internet TV business."

Subsequently, when SARFT criticized the CNTV (China Internet TV)'s weak TV reforms in the future, it pointed out that the UI (user interface) UI of the set-top box with which Xiaomi and LeTV are collaborating violated regulations.

In the new regulations proposed by Broadcasting and Television, it is clearer that applications for IP television (IPTV), mobile TV, and Internet TV content services should be at a level above the prefectural (municipal) level approved by the State Administration of Press, Publication, Radio, and Television Administration.
