The three ministries jointly strengthen the supervision of home appliances to the countryside

In order to promote the orderly development of home appliances to the countryside, the Ministry of Finance, the Ministry of Commerce, and the Ministry of Industry and Information Technology have jointly issued the "Notice on Further Strengthening Home Appliances to the Countryside" (hereinafter referred to as the "Notice").

In 2011, it was the “supervisory year” for China’s home appliances going to the countryside. In order to prevent irregularities such as fraudulent subsidies and other home appliances from going to the countryside, local governments increased their efforts to actively implement the “supervisory year” requirement for home appliances to the countryside, and to clear and rectify sales outlets. Measures have been taken to strengthen the implementation of supervision, and some results have been achieved. However, irregularities such as lax regulation and fraudulent subsidies in some localities still exist, affecting the overall effect of the policy.

The "Notice" requires all localities to attach great importance to the work of home appliances to the countryside, and do not loosely pay attention to policy implementation and supervision. All localities and relevant departments must fully understand the importance of household appliances to the countryside in stimulating consumption, stimulating production, and improving people's livelihood. We must strengthen the supervision and administration of policies, and must consider measures such as the management of sales outlets and the verification and payment of subsidies to take effective measures. Block the loopholes and guard against fraud and other illegal activities.

At the same time, the three ministries jointly issued a document requiring the strict implementation of the regulations on home appliances to the countryside, and found that fraudulent activities should be promptly investigated and dealt with. All localities must consolidate the "years of supervision and supervision," and clear up and rectify the results of work. They must promptly investigate, rectify and rectify the problems found, and must strictly examine and control the number of new filing sites. According to the principle of who is responsible for filing and who is responsible for the case, the local commerce department shall strengthen the daily supervision and spot check of sales outlets, especially subsidized outlets.
