Ouyang Jian said that the past five years have witnessed steady development of Internet cafe market and increasingly standardized Internet cafe management. The number of cases has dropped, reports of irregularities have declined, proposal bills have declined, negative reports have declined “four declines”, and regulatory levels have increased. During the “Twelfth Five-Year Plan” period, while keeping the original total plan unchanged, it will focus on adjusting the layout and optimizing the structure, and vigorously promote the chain operation of Internet cafes. “We will strive to achieve more than 80% of group, scale, specialization, and branded Internet cafes by 2015, gradually eliminating single Internet cafes,” said Ouyang Jian.
