On February 28, the Municipal Science and Technology Commission interpreted the “Administrative Measures for the Promotion and Application of New Energy Vehicles in Beijingâ€.
There are a total of ten "Measures", mainly related to the following aspects:
I. About the definition of new energy vehicles
The new energy vehicles referred to in the Measures refer to pure electric vehicles and fuel cell vehicles that are licensed to be sold in China according to law.
Second, embody the "three changes", adhere to the "three unchanged", and implement the "three encouragements"
(1) Reflecting "three transformations"
The development phase changes and takes the lead in entering the growth period. By the end of 2017, the number of pure electric vehicles in the city had reached 171,000, and the number of pure electric vehicles was the highest in the country.
The acceptance of the new energy vehicle market has increased significantly. In 2017, 66,000 new energy vehicles were added, accounting for more than 10% of newer and newer vehicles. In 2018, the new new energy passenger car index has been allocated, and there are still more than 150,000 people waiting for deployment.
The sales price of new energy vehicles in Beijing has increased rapidly, the service of enterprises has become increasingly standardized, and the driving range of mainstream models has increased to more than 350 kilometers.
The shift in development momentum has shifted from policy-driven to market-led. Change the pre-recording management method, strengthen the company's main responsibility, strengthen post-event supervision, and conduct consistent sampling and evaluation on product quality, safety and after-sales service for sales of new energy vehicles in Beijing.
The construction and operation of charging facilities is dominated by the market. In combination with urban construction development planning and distribution network layout, the principle of “government guidance, market operation†is followed to provide users with safe and convenient charging services.
Form a market restraint adjustment mechanism and increase the intensity of information disclosure. For enterprises and individuals that provide false information, breach of promises, fraudulent use of subsidy funds, etc., the relevant departments shall, in accordance with the law, investigate the responsibilities of relevant enterprises and personnel, and publicize and provide inquiries to the public in accordance with the law.
Policy support ideas change. Continuously increase the intensity of infrastructure construction and further create a new energy vehicle use environment, improve the municipal financial subsidy policy, and form a precise convergence effect between policies, so that policy, urban management, and industrial development form a synergistic effect.
(2) Adhere to the "three invariants"
Adhere to the development strategy of pure electric (including fuel cells).
The strength to support the promotion of the application remains unchanged. Comprehensive use of incentives such as vehicle indicator allocation, unlimited banking, financial subsidies, and infrastructure construction support.
Highlight the safety and service management mechanism, and insist on strengthening the main responsibility of the enterprise.
(3) Implementing "three encouragements"
Encourage party and government organs, institutions, and state-owned enterprises at all levels in this Municipality to use new energy vehicles to play a leading role in the demonstration of society.
Encourage support for stock updates and actively research relevant policies that are conducive to promotion and application.
Encourage orderly competition and create a harmonious, fair and good consumer environment.
Third, the new energy passenger car indicator allocation
In 2018, the annual quota for the passenger car index is 100,000, of which 60,000 are new energy indicators. The indicator is used to allocate indicators. The indicator is valid for 12 months. The city has completed the allocation of 54,000 individual new energy indicators and 3,000 units of new energy indicators on February 26.
Fourth, the charging infrastructure
The city adheres to the principle of “self-use slow charging and public fast chargingâ€. At present, more than 100,000 charging piles have been built, of which the built-in charging facilities have a pile rate of more than 80%, and the public charging piles are 18,800. 2000, forming a moderately advanced, well-arranged, standardized, intelligent and efficient charging infrastructure network.
