(1) Buildings, structures and door heads on both sides of the main road; (2) Buildings and structures with a height of more than 30 meters outside the main road; (3) Scenic tourist areas (points); (4) Public areas Taste green belts and large flower beds; (5) Sites designated by the municipal government. Article 6 Anyone who builds, rebuilds or expands a building within the planning scope of night lighting shall be inspected at the same time as the construction project. Article 7 The location and form of the specific night lighting fixtures shall be implemented after the approval of the municipal department of city appearance and environmental sanitation. Article 8 The person responsible for the night lighting decoration can undertake the task of setting the night lighting for himself, or allow other units and individuals to set the night lighting. Article 9 Units and individuals engaged in the installation and construction of night lighting shall register with the competent department of city and city for the record; it is forbidden for individuals or units without corresponding qualification certificates to undertake the construction of night lighting. Article 10 The installed night lighting shall be of a firm structure and shall be provided with safety facilities such as fire prevention and leak prevention. Article 11 If the night scene lighting fails or is partially damaged, and the pattern and light cannot be displayed normally, it shall be repaired within the time specified by the municipal competent department of city appearance; Article 12 prohibiting the replacement, movement and dismantling of night lighting without authorization. If the construction needs to be dismantled, the installer shall file with the municipal competent department of city appearance; for other reasons, the night lighting shall be dismantled and must be approved by the municipal competent department of city appearance. Article 13 The lighting fixtures of the night scene shall turn on the lights on time. In spring and autumn, the lighting time is from 19:00 to 23:00, the summer lighting time is from 19:30 to 24:00, and the winter lighting time is from 18:00 to 23:00. During holidays and major events, the time for turning off the lights is extended by one hour. In special cases, the lights are turned on at the request of the municipal government. Article 14 Anyone who commits one of the following acts in violation of the provisions of these Measures shall be given a warning by the competent department of city appearance and city, and shall be ordered to make corrections within a time limit. If the time limit is not corrected, the fine shall be imposed in accordance with the following provisions: (1) Those responsible for the lighting of night scene lighting are not set according to the regulations. Article 15 Anyone who violates the provisions of these Measures and should be punished by other departments shall be punished by the relevant departments in accordance with the relevant laws, regulations and rules. Article 16 If a party refuses to accept an administrative penalty, he may apply for administrative reconsideration or file an administrative lawsuit according to law. If the applicant does not apply for administrative reconsideration within the time limit and does not file a lawsuit, the department that has made the administrative punishment decision shall apply to the people's court for compulsory execution. Article 17 The management of night lighting in Jiawang District of each county (city) shall be implemented in accordance with these Measures. Article 18 These Measures shall be interpreted by the municipal competent department of city appearance and environmental sanitation.
